In the framework of the 64th session of the WIPO General Assembly in Geneva, the delegation of Qazpatent held a number of bilateral meetings on the prospects for further cooperation.

At the meeting with the Head of the Singapore Intellectual Property Office (IPOS), Ms. Rena Lee, the Heads of IP Offices exchanged views on a number of topical issues on the international and bilateral agenda and discussed issues of global cooperation and collaboration.

Mr. Yerbol Ospanov noted that Qazpatent is open to cooperation at the international level and invited the IPOS to cooperate. The projects of the IPOS have great potential for the development of scientific and technological progress and the stimulation of inventive and patent activity.

During the meeting with the representatives of the United States Patent and Trademark Office (USPTO), the management of Qazpatent discussed current issues of bilateral cooperation. Yerbol Ospanov paid special attention to improving the quality of IP examinations. The delegation of the USPTO was headed by the Deputy Commissioner for Patents, Mrs. Valencia Martin Wallace.

Within the framework of the meeting of Qazpatent management with representatives of the National Intellectual Property Center of Georgia (Sakpatenti), the parties discussed topical issues in the field of geographical indications (GI) protection and Qazpatent’s participation in regional and international projects on GI promotion. The meeting was attended by Chairman Soso Giorgadze and Deputy Chairman Nino Chikovani.

Sholpan Abdreyeva, Director of the Intellectual Property Department of the Ministry of Justice of the Republic of Kazakhstan, Aidyn Artykova, Deputy Director of Qazpatent, discussed with Mrs. Sylvie Forbin, Deputy Director General, joint programs related to copyright and related rights, as well as programs to support authors and creative industries.

Aidyn Artykova, Deputy Director of Qazpatent, in the course of the meeting with the experts of the PCT International Cooperation Division, discussed the issues of holding a webinar in September 2023 for Kazakh applicants on the e-PCT system, including electronic filing and office management of international applications. An agreement was reached to hold a seminar in November 2023 for Qazpatent examiners on patent information search. The meeting was attended by Allal Aloui, Head of the Technical Cooperation Division of WIPO, Olga Krysanova, PCT Program Coordinator, and Yinghua Chen, Interaction Support Coordinator.

Meetings were also held with Xavier Descombes, Madrid Operations Group Coordinator, Bruno Rohrbasser, Project Manager, on the improvement of the electronic exchange of international trademarks between Qazpatent and WIPO. Aidyn Artykova discussed with Christophe Mazenc, Head of the Global Databases Division, the implementation and operation of WIPO’s publicly accessible global databases, namely PATENTSCOPE, the Global Brand and Design Database. The meetings concluded with a general discussion on various areas of cooperation between the two organizations.

A side event organized by the IP Department for Innovators, IP Ecosystems, and Innovation Sector of WIPO with the participation of Habip Asan, Director of the Department, Alejandro Roco Campana, Senior Director of IPID, and Guy Pessach, Director of the IBD Division, provided a briefing for countries in transition and advanced economies on WIPO’s ongoing activities to provide legal and technical support to SMEs and innovators. In their presentations, the speakers praised Qazpatent’s coordination work in supporting SMEs and start-ups through the Technology and Innovation Support Centers (TISCs) in Kazakhstan.

To date, there are 22 TISCs successfully operating in Kazakhstan, 30% of which are successfully connected to the WIPO Access to Specialized Patent Information (ASPI) program and 90% of which successfully use the WIPO Inspire and E-TISC platforms, which give access to scientific and technical information to students, young scientists, and innovators from the regions of Kazakhstan.
