President of the Eurasian Patent Office (EAPO) Grigory Ivliev and Vice President of EAPO Emil Mammadov participated in a solemn event devoted to the centennial birthday of Heydar Aliyev, a prominent state political figure, national leader, and founder of modern Azerbaijan.

The reception was organized by the Embassy of the Republic of Azerbaijan the previous day. The guests of the event were warmly welcomed and greeted by the Ambassador Extraordinary and Plenipotentiary of the Republic in the Russian Federation Polad Bülbüloglu.

Earlier the scientific-practical conference «National leader Heydar Aliyev – creator of Azerbaijan’s intellectual property system» was held in the Intellectual Property Agency of the Republic of Azerbaijan. In his opening statement, the Chairman of the Intellectual Property Agency Kamran Imanov stated that we, his contemporaries, are powerless to fully interpret the Heydar Aliyev phenomenon, his work in all spheres. Achievements of this person before the Motherland, the nation will be appreciated only in some years.

Kamran Imanov emphasized that Heydar Aliyev created the basis to stimulate creativity, enrich the cultural heritage, returned the authors and creative people their personal, property (economic) rights, restored the autonomy of the author’s will and prioritized author permission to use the work, laying the cornerstone for a future cultural (creative) industry based on respect for copyrights.

Kamran Imanov believes that in the Soviet patent system, the inventor did not fully possess the patent right. The Soviet legislation focused on the activities of the inventor and not on the intellectual rights. This situation changed when the Law on Patents was adopted on the initiative of Heydar Aliyev and the rights of the inventor were restored, giving the Republic of Azerbaijan the opportunity to innovate.

The result of Heydar Aliyev’s foresight is Azerbaijan’s active participation in the Berne Convention of the World Intellectual Property Organization (WIPO), the Geneva Convention, the Rome Convention, copyright treaties in the Internet and other authoritative international agreements, institutions and structures.

Representatives of the Republic were several times elected to the governing bodies at the WIPO diplomatic conferences, in particular as a member of the Committee who coordinates the activities of the organization. A Representative of the Republic of Azerbaijan was the Vice-President and then the President of the Assembly of the Berne Convention for the Protection of Literary and Artistic Works, involving more than 150 States. At present the Representative of the Republic of Azerbaijan is the Chairman of the Assembly of the WIPO Copyright Treaty.

Kamran Imanov highlighted that the national intellectual property system, created as a result of the national leader’s visionary policy, is successfully developing thanks to the support of the President of the Republic of Azerbaijan Ilham Aliyev.

In 2018, within the framework of the ongoing structural and economic reforms in the country, significant organizational and functional changes occurred in the intellectual property system, and the Intellectual Property Agency was established, which united the administration of industrial property and copyright fields. The objectives of the Agency are determined by the innovation policy of the country and serve the ongoing economic reforms in the country.
