THE PROSPECTS FOR COOPERATION BETWEEN EAPO AND AZERBAIJAN DISCUSSED IN BAKU

Grigory Ivliev had a meeting with Ali Javad oglu Ahmadov, Deputy Prime Minister of the Republic of Azerbaijan.

The President of the EAPO presented the prospects and priorities for the development of the Eurasian Patent Organization and outlined the key joint projects. The high level of partnership in digitalization and willingness to cooperate in the field of patent examination were highlighted.

Besides, Grigory Ivliev met with Mikayil Jabbarov, Minister of Economy of the Republic of Azerbaijan, and Jeyhun Bayramov, Minister of Foreign Affairs of the Republic of Azerbaijan.

“We express our gratitude to Azerbaijan for supporting strategic development trends. All of them are aimed at making IP services in the region more available and convenient for applicants. They include a number of initiatives to improve the quality of work, establish cooperation between offices in the field of examination and IT cooperation, as well as new promising development trends of the Eurasian patent system for growing businesses,” said EAPO President Grigory Ivliev.

Jeyhun Bayramov welcomed the President of the Eurasian Patent Office

On November 16, 2023, Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov met with President of the Eurasian Patent Office Grigory Ivliev.

The Ministry of Foreign Affairs informed that the country’s leadership is focused on the IP development in Azerbaijan. Major structural reforms are carried out and management is optimized in this field.

The parties also shared views on other issues of mutual interest during the meeting.

Official visit of the President of the Eurasian Patent Office to Azerbaijan

Grigory Ivliev, President of the Eurasian Patent Office, an administrative body of the Eurasian Patent Organization, paid an official visit to our country on November 14-16.

The visit was focused on discussion of the prospects of cooperation between Azerbaijan and the Eurasian Patent Office in the field of intellectual property and the study of the work performed in this field in our country, in particular, the experience of the IP Agency, which was established under institutional reforms successfully implemented by the President of the Republic of Azerbaijan.

On November 15, a round table discussion “Priority areas of cooperation between Azerbaijan and the Eurasian Patent Organization” was organized. Kamran Imanov, Chairman of the Board of the Intellectual Property Agency of the Republic of Azerbaijan, warmly welcomed Grigory Ivliev in Azerbaijan and expressed his confidence that the issues to be discussed at the round table discussion would greatly contribute to the improvement of cooperation. He highlighted that both Mr. Ivliev’s initiatives and efforts undertaken in his capacity were crucial. He also noted that his way of solving problems related to the functioning of the EAPO would guarantee successful progress in the development of the organization.

Grigory Ivliev expressed his personal gratitude to Kamran Imanov for his scientific and profound approach to the development of the intellectual property system and thanked the Intellectual Property Agency of the Republic of Azerbaijan for organizing the round table discussion. Mr. Ivliev noted that Kamran Imanov shared his views on the formation and functioning of the modern IP Office in his recent article in the Magazine “Industrial Property”.

The EAPO President informed about the cooperation priorities between Azerbaijan and the Eurasian Patent Office, as well as the EAPO Development Program up to 2028.

Grigory Ivliev emphasized that the EAPO Development Program 2023-2028 was adopted in May this year since the great impact of patents requires the enhancement of the patent offices’ quality of work. The Program includes 8 main areas of activity and provides for more accessible and convenient IP services in the region. Mr. Ivliev thanked the Azerbaijani representatives for supporting the strategic development trends.

Regarding the prospects of the Eurasian Patent Office’s’ functioning, Grigory Ivliev stated that the Assembly of Eurasian patent attorneys was established in April, the Eurasian organizations of inventors will be created, the EAPO Pharmaceutical Register is improved, and a project on technoparks is implemented jointly with the World Intellectual Property Organization. He highlighted that cooperation in digitalization will help to expand the use of common electronic services to simplify the work of national IP Offices. Mr. Ivliev stated that the EAPO is ready to establish a unified Eurasian system for trademark registration and a unified Eurasian utility model, as well as to build a Eurasian dispute resolution system in IP field with the support of the EAPO Member States.

Grigory Ivliev awarded Kamran Imanov with the V.I. Blinnikov Gold Medal “For Promoting Invention and Patent Practice,” which he was honored with during the 41st  session of the EAPO Administrative Council held in September 2022 in Moscow.

It is worth mentioning that the EAPO was established in 1994 to ensure the  functioning of the Eurasian patent system and perform administrative tasks related to the granting of Eurasian patents. Currently, this international Organization comprises 8 states (Azerbaijan, Belarus, Armenia, Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan and Turkmenistan). The Republic of Azerbaijan joined the EAPO in 1995.
