Sergey Averkiev, Director of the Examination Department of the Eurasian Patent Office (EAPO), delivered such a report at the All-Russian Scientific-Practical Conference “Scientific and Technological Development of the Russian Federation: Problems and Prospects”. The conference was organized by the Russian Research Institute of Economics, Politics and Law in Science and Technology (RIEPL).

The round table ”Science-based assessment of scientific activity: problems and prospects”, in which Sergey Averkiev participated, united speakers from the EAPO, the Ministry of Science and Higher Education of the Russian Federation, the Federal Institute of Industrial Property (FIPS), and scientific journals.

Speakers and participants discussed the system of ranking and classifying scientific publications on the List of the Higher Attestation Commission (HAC) as well as the development of the “Russian Scientific Journals” portal. The issue of establishing an international system for evaluating the results of scientific research and development, the academic ranking of scientific journals (International Science Citation Index, or ISCI), was raised.

Sergey Averkiev highlighted that patents are the most crucial indicator of the practical application or possibility of applying the results of scientific research. In his opinion, it is necessary to take into account the patent activity in the region when creating the ISCI.

Speaking about EAPO potential, he emphasized that the Office is open to cooperation in providing the possibility of using the EAPATIS system for the creation of the ISCI. The prospects of establishing the ISCI were previously discussed at the meeting of the Permanent Commission on Science and Education of the CIS Interparliamentary Assembly presided over by Lilia Gumerova, Senator of the Federation Council of the Russian Federation and Head of the Committee on Science, Education, and Culture of the Federation Council of the Russian Federation.
