Expansion of Educational Projects and Development of the Intellectual Property Potential of Technoparks


The Eurasian Patent Office continued to launch the educational projects on a wide range of relevant topics in the reporting year.

On June 13–14, 2023, the IP as a Key to Eurasian Integration regional seminar was held in Niasvizh (Republic of Belarus) with the participation of delegations from the EAPO Member States. The President of the Eurasian Patent Office spoke at the opening of the workshop and headed a section on Integration in the Field of Intellectual Property within the Eurasian Space.

The Eurasian Patent Office took active part in scientific and educational events organized in the EAPO Member States:

The Eurasian Patent Office introduced training events of new formats. On September 12, 2023, a webinar on robotics engineering was arranged for schoolchildren from the EAPO countries based on the TRIK platform. The webinar was aimed at children, teenagers, and teachers from scientific and technical schools, technical creativity clubs, and specialized classes. Ilya Shirokolobov, Deputy General Director of CyberTech, teacher of further education, and employee of the Department of Theoretical Cybernetics of Saint Petersburg State University, gave a practical lecture on robots. Eurasian Patent Office experts told the audience about the institute of intellectual property, the goals and advantages of patenting, and the capabilities of the regional patent system.

A joint training project was initiated with the Moscow Innovation Cluster, and a series of webinars on applied issues of Eurasian patenting were held.

The Eurasian Patent Office continued to support youth-oriented projects in 2023. On May 17–19, 2023, Veliky Novgorod hosted the traditional International Forum of Young Inventors and Innovators with the participation of the Eurasian Patent Office, which presented innovative solutions of high level of readiness for patenting and commercialization. Inventors from the EAPO Member States also presented their projects.

The Eurasian Patent Office became a co-organizer of the international competition Discovering the World of Intellectual Property-2023 in the reporting year. The competition was initiated by the National Intellectual Property Center of the Republic of Belarus and supported by the State Committee for Science and Technology of the Republic of Belarus and the Ministry of Education of the Republic of Belarus. The competition was organized for students from 13 to 19 years old. In 2023, more than 1,300 students from schools and higher educational institutions of the Republic of Azerbaijan, the Republic of Belarus, and the Kyrgyz Republic took part in the competition. The awards ceremony for the winner was held on December 27, 2023.

Emil Mammadov, Vice President of the Eurasian Patent Office, took part in awarding the participants in the Geniuses of the Kama Region project, which was aimed at the identification and support of the scientific and technical creativity of talented youth and schoolchildren. Mammadov awarded the Advancing the Future medal of the Eurasian Patent Office to two project participants. Fifteen-year-old inventor Alyona Varlashova was recognized for her Obtaining Highly Effective Rhodococcus Microbial Strains for the Biodegradation of Oil and Petroleum Products Aboard the International Space Station project. The project is being prepared for implementation by the Central Research Institute for Mechanical Building. In addition, 13-year-old Daria Sheinina was awarded a medal. Daria was diagnosed with diabetes mellitus in childhood, but this does not prevent her from living a full life and developing and achieving high goals. She invented an adapter for the catheter of the insulin pump infusion system and has even received a Russian patent for a utility model.

The Eurasian Patent Office also took part in the 10th International Young Inventors Award IYIA 2023 (Denpasar, Indonesia). More than 300 projects from Indonesia, Malaysia, Thailand, the Russian Federation, Egypt, Morocco, the United Arab Emirates, South Korea, Macau, and other countries took part in the competition.

Ten inventions by young innovators from Russia made it to the final of IYIA 2023. All projects were highly appreciated by the international competition jury and won well-deserved awards. A special EAPO prize, the Advancing the Future medal, was awarded to two projects from Russia and Thailand along with promotional gifts. Students of Princess Chulabhorn Higher Scientific School in Chonburi Kanin Kelvin Shomvivat and Jiratchai Taisong won the EAPO awards. They presented a design for an intelligent wheelchair which can be controlled using facial gestures. Daria Sheinina and Victoria Pozverg from the Photonics Quantorium (Perm) presented a prototype of the multifunctional Relax backpack. The young Russian inventors’ prototype backpack is equipped with an electronic massage component to relieve the pressure of the straps, there is an inflatable pillow built into the flap, and there is a thermal cover in the pocket which can store snacks or medicines.

The implementation of the pilot project on enhancing IP commercialization capacity of technoparks was continued jointly with WIPO.

On March 14–15, 2023 in Astana, representatives of the leading technoparks of the Eurasian states exchanged experience in developing local policies for building IP rights management systems. The number of technoparks in the EAPO states is growing, but the creation of effective systems for the commercialization and transfer of technology remains a common problem. The technopark representatives discussed the key elements in the development of IP management policy, namely, the regulatory framework, the operations of technology transfer subdivisions, staffing, and attracting sources of finance. The participants placed special emphasis on incentives for the resident inventors of technoparks.

The attendees of the practical sessions reviewed the national experience of Serbia and the Republic of Belarus, and a separate session was devoted to the exchange of national practical experience in the field of IP management. The outstanding experience of the Mordovia Technopark drew particular interest: it presented a special act for the payment of remuneration and for tools to support the inventive activities of residents.

On August 29–30, 2023, a regional meeting on IP Valuation for technoparks was held in Bishkek as part of the pilot project. Experts presented the advanced approaches to IP valuation used in foreign practice. Recommendations were issued for the selection of an approach to the IP valuation based on the valuation objectives and the available data. Thus, approaches to IP valuation based on the actual costs and approaches based on income and market comparison were reviewed. Special attention was paid to advanced valuation methods such as Monte Carlo and rNVP methods, which take into account the likelihood of risks.

Determining the actual value of IP types in the innovative projects of technopark resident companies will improve companies’ competitiveness and the use of all of the advantages of intellectual property rights in their own business or increase the effectiveness of the commercialization of IP rights to the results of intellectual activity of universities.
