The Eurasian Patent Office jointly with the Russian State Academy of Intellectual Property held the 2^nd Annual Eurasian Conference on Intellectual Property and Technologies IP Eurasia/IP India 2023, at the Metropol Hotel in Moscow on December 6, 2023,

The conference was dedicated to prospects for the development of cooperation between the Eurasian countries and India and served as unique platform where representatives of international organizations, government institutions of the Russian and Indian technology spheres, the professional community, and the heads of all patent offices in the region had the opportunity to discuss the conditions for business activity in the Eurasian space and in India.

More than 400 participants from 10 countries discussed technological cooperation with Indian partners, the development of the intellectual property market in the Eurasian space, and opportunities for international cooperation in various economic sectors.

President of the Eurasian Patent Office Grigory Ivliev opened the conference, noted the importance and significance of the event, and wished all the participants successful and fruitful work.

Dmitry Volvach, Deputy Minister of Economic Development of Russia and honorary guest of the conference, read the conference participants a welcome speech on behalf of Alexey Overchuk, Deputy Prime Minister of Russia.

In his statement he spoke about the development of international cooperation of the Union’s countries with India, noting the significant economic effect that, according to experts, may result in the conclusion of a free trade agreement between the EAEU and India. Volvach concluded that “Such agreements with international partners offer the Union an opportunity to develop more efficient formats of interaction in the protection of IP rights.”

Lilia Gumerova, Chairman of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on Science, Education, and Culture, and Habip Asan, Head of the Division for Transition and Developed Countries of WIPO, also welcomed the conference participants.

The business program of the conference opened with the New Opportunities for Business Development in Eurasia and India panel discussion, which focused on issues related to conditions in the business environment for the development of trade cooperation between the Eurasian states and India. During the discussion, the participants gave consideration to the economic context, the conditions and prospects for the growth of trade turnover, including technological exports, and the role of the protection of IP rights in the Greater Eurasia space. The discussion was moderated by Dmitry Fadeev, Chairman of the Council of the Chamber of Commerce and Industry of the Russian Federation on Intellectual Property.

The second panel discussion, on The Impact of IP Sector on the Development of Business Cooperation between the EAPC Member States and India, was moderated by Yuri Kuznetsov, Head of Patent Practice at Gorodissky and Partners, and touched upon a wide range of issues arising in cooperation with Indian partners.

Digital opportunities in intellectual property were the issue of the third panel discussion, moderated by Oleg Neretin, Director of the Federal Institute of Industrial Property.

The business program further continued with a discussion on the Eurasian Strategy for the Development of Intellectual Property until 2035, moderated by Alexandra Arakelova, Rector of the Russian State Academy of Intellectual Property (RSAIP), and Ivan Shramkov, Deputy Director of the International IP Competence Center of the RSAIP. The participants discussed the development of the IP market in the Eurasian digital transformation space and the judicial system in the Eurasian space.

The business program of the conference included events for students and any other interested participants, including the business game and foresight session Advancing the Future: the Eurasian Partnership as Seen by Young People and a master class on the specific features of patenting inventions related to computer technologies and the specific features of patenting inventions in pharmaceuticals.

The business program of the conference ended with a significant and important event: the signing of an Agreement on cooperation between the Eurasian Patent Organization and the Assembly of Eurasian Patent Attorneys. The signing of this document will undoubtedly contribute to the successful and effective development of the institute of Eurasian Patent Attorneys and improve the quality of their services and the mechanisms of interaction between Eurasian patent attorneys and the Eurasian Patent Office.

The informal program of the conference offered the participants an exhibition space with exhibits such as Temporal Parallels in Inventive Activities in the Eurasian Space.
