Press release of the negotiations with WIPO representatives

On October 25, 2006 a delegation from the World Intellectual Property Organization consisting of Mikhail Makarov, Acting Director of the Patent Information Classification and IP Standards Division; Peter Waring, Senior Analyst and Beatriz Largo, Specialist Examiner visited the EAPO. From the EAPO side the delegation was headed by Khabibullo Fayazov, Vice-President and represented by Viktor Talyanskiy, Director, Examination Department; Dmitriy Rogozhin, Formal Examination Division; Vladimir Sirotyuk, Director, Dataware Department; Saparbay Eminov, Director, Procedure Automation Department; Marina Kryukova, Director, International Relations Department; Andrey Sekretov, Chief Specialist, Search and Information Systems Department, and specialists of IT Departments.

The program of the visit envisaged to acquaint representatives of the WIPO with activity of the Eurasian Patent Office and to discuss the Draft Cooperation Plan regarding PCT Information Technologies between the World Intellectual Property Organization and the Eurasian Patent Office prepared by the International Bureau of the WIPO.

The President of the Eurasian Patent Office Alexander Grigoriev opened the meeting. He made a brief review of the results of the EAPO activity and noted the success achieved by the Eurasian Patent Organization and the Eurasian Patent Office during 10 years of its existence. The EAPO President stressed that the EAPO highly values cooperation with the World Intellectual Property Organization which played a significant role in the establishment of the EAPO.

The representatives of the WIPO marked the positive image of the EAPO and active participation of its representatives in WIPO Working Groups and Committees Meetings.

Having informed of the main results of the WIPO in the field of PCT Information Technologies and the results of IPC reform WIPO representatives passed on to the discussion of the Cooperation Plan drafted by them. The main objectives of the Cooperation Plan are:

  • to exchange as much PCT data as possible through paperless means, in particular, via the Internet and CD/DVD physical media;
  • to fully support each other in developing, testing and deploying agreed-upon electronic systems that support the PCT;
  • to facilitate a modernized working model that supports PCT processing using information technologies available to both Parties.

During negotiations the parties came to a complete mutual understanding for all key items of the plan. It is assumed that the revised Cooperation Plan might be signed at the beginning of the next year.
