Development of international cooperation and integration in IP was discussed in Dubai

The opening ceremony of the World IP Forum 2025 was held there. Representatives of Russia, India, the USA, France, Austria, Saudi Arabia, Belgium, Georgia and Uruguay attended it.

EAPO President Grigory Ivliev noted that regional cooperation in IP is developing around the world. Protection in foreign jurisdictions becomes increasingly important for users of IP services due to the development of digital trade, cross-border economic cooperation and scientific and technological cooperation. At the same time, economic integration associations and, in some regions, common markets are developing.

There is also a trend towards harmonized approaches to the granting of IP protection. Grigory Ivliev noted that this is a prerequisite for the development of economic cooperation. In the Eurasian Region the EAPO initiated a great activity on forming of the common information and examination space.

“Our goal is to provide the greatest level of harmonization of approaches to patent protection taking into accent that Eurasian and national patents are concurrently valid in the EAPO Member States,” Ivliev said.

The EAPO has launched the Eurasian Patent Prosecution Highway program (EA-PPH). This is a basis for harmonizing approaches to substantive examination and sharing the best practices in the Eurasian region.

The Eurasian Pharmaceutical Register is a significant regional project. This is an open information resource containing information on Eurasian patents and national patents of the EAPO Member States related to active pharmaceutical ingredients having international nonproprietary names. The Register has already been successfully used to protect rights.

The President of Chamber of Patent Attorneys of the Russian Federation Alexey Vakhnin took part in the Forum in the “Success of IP in Russia” section. He congratulated the EAPO on the 30th anniversary of the signing of the Eurasian Patent Convention, spoke about the office’s activities and highlighted the increase of applications from Russia and China over the past year.
