Current challenges in the development of IP regulation were discussed in Tomsk

EAPO President Grigory Ivliev took part in the plenary session of the 7th International Research-to-Practice Conference “Intellectual Rights: Challenges of the 21st Century”. He focused on the relevant aspects in the development of intellectual property regulation. In particular, he highlighted the following topics.

  • Unilateral illegitimate measures in IP field imposed by the European Union
  • Protection of standard-essential patents

The global agenda includes the regulation of situations in which protected IP objects are incorporated into national or international standards. Such cases involve patent law, competition law, and contract law.

  • Application of international and national standards for the protection and enforcement of IP rights, harmonization of law enforcement practices for Eurasian patents

This issue often arises when disputes concerning Eurasian patents are considered in the Russian Federation, both through administrative procedures and in judicial proceedings.

  • Impact of digital transformation on the IP sector

The principles of protection established in the 19th century are applied to new digital solutions and designations. For example, graphical user interfaces are protected as industrial designs (this approach is expected to be formalized in Russian legislation soon).

The Tomsk Region ranks third in the Siberian Federal District in terms of the number of Eurasian patent applications filed. Among the Eurasian applicants from the Tomsk Region are not only large companies, but also universities (Tomsk Polytechnic University, Tomsk State University of Control Systems and Radioelectronics), as well as research institutes (the Cardiology Research Institute, Tomsk National Research Medical Centre of the Russian Academy of Sciences, Tomsk Cancer Research Institute, Institute of Strength Physics and Materials Science of the Siberian Branch of the Russian Academy of Sciences). b

Valid Eurasian patents cover technologies in railway transport, medicine and pharmaceuticals, and metalworking.

According to publicly available data, exports from the Tomsk Region increased by 18.5% in 2024, with engineering companies contributing 14% to the export growth. Key partner countries include Belarus, Kazakhstan, and Kyrgyzstan.
